These functions are for manipulating the tools.xml database. There is a front-end set of functions that uses these functions called the Tool Functions
The purpose of this database is to store the most up to date information about the latest gaming tools available, and storing enough information about them to allow SteamLab to automatically download, install, and manage the tools.
